Title:  An act relating to the joint select committee on education restructuring.

 

Brief Description:  Eliminating the joint select committee on education restructuring.

SENATE COMMITTEE ON EDUCATION

Background:  In 1993, the Legislature created the Joint Select Committee on Education Restructuring (JSCER).  JSCER is composed of six members of the Senate and six members of the House of Representatives.  The major responsibilities of JSCER included the following:

 

$monitoring, reviewing, and annually reporting to the Legislature on the implementation of education restructuring at the state and local level;

$reviewing all laws pertaining to K-12 public education and identifying laws that inhibit the achievement of a performance based education system; and

$reviewing school district data reporting requirements for accountability purposes.

 

In 1995, JSCER was given two additional responsibilities:

 

$reviewing the current state-level governance structure of K-12 education and developing recommendations for a revised governance system; and

$studying the use of waivers available to school districts and which waivers are necessary to implement education reform.

 

JSCER expires December 1, 2001.

 

Summary of Bill:  The provisions creating and delegating responsibilities to JSCER are repealed.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
