Title:  An act relating to boundary review board review of city incorporations.

 

Brief Description:  Removing the requirement that boundary review boards remove from proposed incorporations any territory located outside of an urban growth area.

Background:  When reviewing a proposal for incorporation of a city with an estimated population of 7,500 or more, a boundary review board must remove territory that is located outside of an urban growth area or is annexed by a city or town.

 

Summary of Bill:  The requirement that a boundary review board, when reviewing a proposal for incorporation of a city with an estimated population of 7,500 or more, must remove territory located outside of an urban growth area is removed.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  Self-determination will be provided to rural areas.  Denial of home rule to unincorporated areas will be corrected.
