Allowing semiannual payment of vehicle registration fees.

    AN ACT Relating to vehicle registration fees; adding a new section to chapter 46.16 RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 46.16 RCW to read as follows:

    (1) All excise taxes imposed under chapter 82.44 RCW and all fees required for the annual licensing of the vehicle may be paid for the entire registration year at the time of registration or in two payments of equal amounts during the vehicle's registration year.  The vehicle's owner shall determine which payment option to use.  The amount of a semiannual payment is one-half of the annual fees and one-half of the excise taxes due under chapter 82.44 RCW for the current registration year.  Semiannual payments may be made to department offices that provide vehicle licensing services and licensing agents and subagents appointed under RCW 46.01.140, or by mail.

    (2) An additional fee of five dollars must be paid and collected with each semiannual payment and deposited into the department of licensing services account of the motor vehicle fund for the costs of administering the semiannual payment program.

NEW SECTION. Sec. 2.  Section 1 of this act applies to motor vehicle fees due after September 30, 1999.
