Creating a parenting task force to study parent and education partnerships.


    AN ACT Relating to parent and education partnerships; creating a new section; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The legislature finds that there is a need for a study concerning parents' involvement in the management of their student's education and its impact on the academic achievement and seamless transition between K-12 and postsecondary opportunities in the state.

    (2) A parenting task force is established to study and make recommendations concerning parent and education partnerships in educating children from K-12 through postsecondary opportunities.  In conducting this study, the task force shall review the parent and education partnerships used in other states to increase academic achievement and increase use of postsecondary opportunities.  The task force shall consider the nature of parent involvement in disseminating information that increases the use of academic programs, community support, and academic counseling practices currently employed in the state of Washington.  The task force shall evaluate and recommend models for improved home and school communication, improved support for the transition between secondary and postsecondary education, and the training of educational professionals in providing these services.

    (3) The task force shall submit a final report with its findings and recommendations to the house of representatives and senate higher education committees by December 1, 1998.  The task force shall terminate December 31, 1998.

    (4) The task force shall consist of the following:

    (a) Two members of the house of representatives, appointed by the speaker of the house of representatives, from at least two different political caucuses;

    (b) Two members of the senate, appointed by the president of the senate, from at least two different political caucuses;

    (c) Four members who represent parents of school-age children, and who are from geographically diverse areas of the state, appointed by the governor;

    (d) Two members who represent professionals in K-12 education, and who are from geographically diverse parts of the state, appointed by the governor;

    (e) One member who represents institutions of higher education, appointed by the governor;

    (f) One member who represents business, appointed by the governor; and

    (g) One member who represents social service providers, appointed by the governor.

    (5) The members of the task force shall select the chair or cochairs of the task force.

    (6) The state board for community and technical colleges and the higher education coordinating board shall provide staff support as required by the task force in developing the recommendations.

    (7) This section expires January 1, 1999.
