Requiring registration for selective service.


    AN ACT Relating to selective service registration; adding a new section to chapter 28B.10 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature recognizes that it is the duty of every male between the ages of eighteen and thirty-five to register for selective service.  The legislature further recognizes that there is a low rate of compliance in Washington state among people who are required to register, even though registration can be completed in just a few minutes.  The legislature also finds that enrollment in institutions of higher education in this state is a benefit that many people seek.  The legislature therefore finds and declares that requiring people who must register for selective service to register before being enrolled in an institution of higher education, will increase the rate of compliance with federal law without creating a burden on the students or the institutions of higher education.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 28B.10 RCW to read as follows:

    (1) A person who is required to register for selective service must be registered for selective service before being allowed to enroll in an institution of higher education in this state.

    (2) Institutions of higher education must ask each person who is required to register for selective service whether they have complied with this requirement when they register for classes.  The institution of higher education may satisfy the requirement of this subsection by requiring the person who wishes to register for classes to check a response to this question on a form and sign his name.  There is no responsibility for institutions of higher education to investigate whether a person has in fact registered for selective service.  Institutions of higher education shall maintain the forms for a period of one year and make them available to representatives of the selective service. 

    (3) Institutions of higher education may, but are not required to, have forms available on campus for students to register for selective service.

    (4) Nothing in this section prohibits institutions of higher education from reaching an agreement with representatives of the selective service for ways to implement the purpose of this section in a simpler manner.
