Creating the civil indigent legal services account.

    AN ACT Relating to civil legal services for the indigent; adding a new section to chapter 43.330 RCW; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.330 RCW to read as follows:

    The civil indigent legal services account is created in the state treasury.  Moneys may be placed in the account from tax revenues, budget transfers or appropriations, federal appropriations, gifts, or any other lawful source.  Moneys in the account may be spent only after appropriation.  Moneys in the account shall be used to contract for legal services related to civil actions on behalf of indigent residents of the state.

NEW SECTION. Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.
