Submitting budget requests by the court of appeals.

    AN ACT Relating to state government; and adding a new section to chapter 2.06 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 2.06 RCW to read as follows:

    (1) The legislature declares that the court of appeals is part of the judicial branch of government and not an agency of government as defined under RCW 43.88.020.

    (2) The judicial branch shall submit its budget proposals directly to the appropriate committees of the legislature without prior review of the office of financial management, and except as expressly directed by statute, without application of rules, including rules pertaining to agencies with over one hundred employees, adopted by the office of financial management under chapter 43.88 RCW.
