Regarding secure inpatient treatment for female youth.


    AN ACT Relating to secure inpatient treatment for female youth; adding a new section to chapter 70.96A RCW, and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 70.96A RCW to read as follows:

    The department shall contract with a qualified vendor to provide secure level II inpatient treatment services for female youth.  The treatment services shall target high-risk female youth who are incapacitated by alcohol or other drugs, have impaired judgment rendering them incapable of realizing and making rational decisions with respect to need of treatment, and present a likelihood of serious harm to self or others.  Placements into secure level II inpatient treatment services for female youth may be authorized through the involuntary commitment process under this chapter or placement and treatment procedures under chapter 13.32A RCW.

 

    NEW SECTION.  Sec. 2.  The sum of one million twenty-two thousand dollars, or as much thereof as may be necessary, is appropriated for the general fund to the department of social and health services for the fiscal year ending June 30, 1999, to carry out the purposes of this act.
