Requiring disclosure of the names of both parents of children as a condition of eligibility for temporary assistance for needy families.


    AN ACT Relating to eligibility for temporary assistance for needy families; and adding a new section to chapter 74.08 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 74.08 RCW to read as follows:

    As a condition of eligibility for temporary assistance for needy families, applicants shall, at the time of application for assistance, act in good faith to identify both parents of their child or children, whether born or unborn.  This condition shall not apply to an applicant if providing the name of a child would be detrimental to the child and the applicant corroborates by birth, medical, child protective services, social services, or law enforcement records that (1) disclosure of the name can reasonably be anticipated to result in serious physical or emotional harm to the child, (2) disclosure can reasonably be anticipated to result in serious physical or emotional harm to the caretaker which reduces the caretaker's capacity to adequately care for the child, or (3) the child was conceived as a result of incest or forcible rape.
