Requiring a study of the impact of parental involvement on academic achievement.


    AN ACT Relating to parent participation in education; creating a new section; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The legislature finds that there is a need for greater parent participation in the management of their children's education and its impact on the academic achievement and seamless transition between prekindergarten through twelfth grade and postsecondary opportunities in the state.

    (2) The office of superintendent of public instruction, with assistance from the higher education coordinating board, shall study and make recommendations to the legislature concerning parents' participation in educating children from prekindergarten through twelfth grade and postsecondary opportunities.  The office of superintendent of public instruction shall:  (a) Evaluate the methods for parent participation in other states to increase academic achievement and increase use of postsecondary opportunities; (b) evaluate and recommend best practices for assuring effective communication between the educational system and parents; (c) evaluate and recommend models for improved home and school communication and the training of educational professionals in providing these services.

    (3) The office of superintendent of public instruction shall submit a final report with its findings and recommendations to the house of representatives and senate higher education committees by December 1, 1998.

    (4) This section expires December 30, 1998.
