Prohibiting political ads on public employee bulletin boards.


    AN ACT Relating to the use of public facilities for campaign purposes; and adding a new section to chapter 42.17 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 42.17 RCW to read as follows:

    The prohibition under RCW 42.17.130 includes prohibiting the use of public facilities to display or post materials that contain statements or articles supporting or opposing a campaign to elect a person to public office or to promote or oppose a public ballot proposition, including the posting of union newsletters, brochures, or posters that contain such statements or articles on an employee bulletin board located in an employee lounge that is off limits to the general public, even when done under a labor agreement or contract between the public employer and a union or bargaining unit representing public employees.
