AN ACT Relating to film and video production; creating new sections; and providing an expiration date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) There is created the consolidated film and video permit processing task force, consisting of five members as follow:
(a) The director of the department of community, trade, and economic development, or the director's designee, who shall serve as chair;
(b) Two members from the house of representatives committee on trade and economic development, appointed by the speaker of the house, one from each political party; and
(c) Two members from the senate commerce and labor committee, appointed by the president of the senate, one from each political party.
(2) Legislative members of the consolidated film and video permit processing task force shall be reimbursed for travel expenses as provided in RCW 44.04.120.
(3) The consolidated film and video permit processing task force shall meet regularly and may appoint technical advisory committees, which may include members of the consolidated film and video permit processing task force, as needed to address specific issues and concerns.
(4) The department of community, trade, and economic development, in conjunction with other state agencies, shall supply such information and assistance as necessary for the consolidated film and video permit processing task force to carry out its duties under section 2 of this act.
(5) The department of community, trade, and economic development shall provide administrative and clerical assistance to the consolidated film and video permit processing task force.
NEW SECTION. Sec. 2. The consolidated film and video permit processing task force shall:
(1) Review the process used by state and local governments to issue permits for the production of films and videos;
(2) Review the process used in selected states and countries to issue permits for the production of films and videos;
(3) Make recommendations on a consolidated film and video permit process that can be used in the state of Washington at the state and local government level;
(4) Consult with state and local government agencies to identify sites for making visually recorded productions under the terms and conditions determined by the state or local government agency having jurisdiction over the sites; and
(5) Prepare and submit to the appropriate policy committees of the house of representatives and the senate, by December 1, 1998, a report detailing the task force's findings and recommendations regarding development of a consolidated film permit processing system designed to coordinate issuance of state and local permits to a person who proposes to make a motion picture, television show, television commercial, or other visually recorded production, and any other recommendations the task force deems appropriate.
NEW SECTION. Sec. 3. The consolidated film and video permit processing task force may receive gifts, grants, and endowments from public and private sources, in trust or otherwise, for the use and benefit of the purposes of the consolidated film and video permit processing task force; and the task force may spend gifts, grants, or endowments or income from public or private sources according to their terms, unless the receipt of the gifts, grants, or endowments violates RCW 42.17.710.
NEW SECTION. Sec. 4. If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
NEW SECTION. Sec. 5. This act expires February 1, 1999.
