Creating the time for learning program.


    AN ACT Relating to time for learning; adding a new section to chapter 28A.630 RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds that some students need additional help to have the opportunity to meet the learning standards established to meet the goals of basic education under RCW 28A.150.210.  The legislature finds that alternative or additional instructional opportunities should be provided to these students.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.630 RCW to read as follows:

    (1) The time for learning program is created.  The purpose of the time for learning program is to provide opportunities for students to receive additional instruction to have the opportunity to meet the academic standards successfully. 

    (2) School districts shall design and implement programs, to the extent funds are available, to provide additional learning opportunities to students who require additional instruction to meet the learning requirements and standards.

    (3) To be eligible for funds under this section, districts shall design programs to provide additional learning time.  Programs may include but are not limited to before-and-after school programs, Saturday academies, or summer school.  Districts shall develop methods for selecting students, assessing students' progress, and determining when students no longer need assistance.

 

    NEW SECTION.  Sec. 3.  The sum of twenty-five million dollars, or as much thereof as may be necessary, is appropriated from the general fund for the fiscal year ending June 30, 1999, to the superintendent of public instruction for the purposes of this act.  Funds shall be allocated based upon the number of students in each district choosing to participate in the program.
