AN ACT Relating to the WorkFirst temporary assistance program; adding a new section to chapter 74.08A RCW; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 74.08A RCW to read as follows:
(1) The department, in consultation with the department of community, trade, and economic development, shall develop and implement a rental housing assistance program for participants in the WorkFirst temporary assistance program.
(2) Rental assistance provided under this section shall be in the form of grants and shall not exceed an amount equal to twelve months of the tenant's rental payment.
(3) Rental assistance shall be provided to participants in the WorkFirst temporary assistance program.
(4) Rental payments shall be made directly to the landlord on behalf of the WorkFirst program participant.
(5) The department shall, by rule, establish need-based requirements to ensure that priority is given to WorkFirst program participants with the greatest need.
NEW SECTION. Sec. 2. The sum of twenty million dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1999, from the general fund to the department of community, trade, and economic development for the purpose of section 1 of this act.
