Consolidating three transportation agencies.


    AN ACT Relating to a plan for consolidation of the county road administration board, the transportation improvement board, and the transaid division; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature approved an appropriation for evaluation of the services provided by the transportation improvement board, the county road administration board, and the transaid division with the department of transportation in chapter 457, Laws of 1997, transportation appropriations and funding.  The evaluation concluded that there are potential savings associated with consolidation, mainly through combining of administrative functions.

 

    NEW SECTION.  Sec. 2.  The executive director of the transportation improvement board, the director of the county road administration board, and the assistant secretary of the transaid service center within the department of transportation, along with the secretary of transportation, the chair of the transportation improvement board, the chair of the county road administration board, the chair of the transportation commission, the director of the office of financial management, the chair of the senate transportation committee, and the chair of the house transportation policy and budget committee, or their designees shall submit to the legislative transportation committee and the office of financial management, by December 1, 1998, a plan and time schedule to consolidate the county road administration board, the transportation improvement board, and the transaid division.

 

    NEW SECTION.  Sec. 3.  The plan must attempt to achieve the savings identified in the local government assistance study delivered to the budget development working group of the legislative transportation committee in January 1998, except the plan may use up to thirty percent of the savings to increase technical assistance above current levels.  Elements of the plan must include but not be limited to:

    (1) Whether the consolidation will occur within an existing agency or as a separate agency;

    (2) Whether the consolidated organization will be governed by a new or existing board or commission or another option.  If the plan proposes a new board, it must include a process for the appointment, terms of office, and compensation of board members.  The plan must also include a process for appointment of an executive director;

    (3) An organization chart;

    (4) Identification of new activities, ongoing activities, and activities that will no longer continue;

    (5) Space requirements;

    (6) An accounts and program structure; and

    (7) A transition process and costs associated with the transition.
