Providing for pro rata calculation of temporary assistance for needy families grants.


    AN ACT Relating to pro rata calculation of temporary assistance for needy families grants; adding a new section to chapter 74.12 RCW; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 74.12 RCW to read as follows:

    (1) A recipient's grant level for any month shall be decreased, pro rata, for each hour the recipient fails to perform during the prior month the number of hours of work or work activity required by P.L. 104-193 and chapter 74.08A RCW.

    (2) The department shall calculate grants provided under this chapter to reflect:  (a) The recipient's income, including earned income not exempted in RCW 74.08A.230, received in the previous month; and (b) the extent the recipient complies with mandated work and work activity requirements as provided in (a) of this subsection.

 

    NEW SECTION.  Sec. 2.  The department of social and health services shall study and report on the practical application and fiscal impact of adopting the pro rata calculation of grants provided in section 1 of this act.  The department shall report its findings to the house of representatives children and family services committee and to the senate human services and corrections committee by November 30, 1998.

 

    NEW SECTION.  Sec. 3.  The department of social and health services shall comply with section 1 of this act by July 1, 1999.

 

    NEW SECTION.  Sec. 4.  If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
