Regarding public inspection of personal service contracts.

    AN ACT Relating to filing of state-funded personal service contracts; and amending RCW 39.29.055.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

    Sec. 1.  RCW 39.29.055 and 1996 c 288 s 32 are each amended to read as follows:

    (((1))) State-funded personal service contracts subject to competitive solicitation shall be filed with the office of financial management and the joint legislative audit and review committee ((and made available for public inspection at least ten working days before the proposed starting date of the contract.

    (2) The office of financial management shall review and approve state-funded personal service contracts subject to competitive solicitation that provide services relating to)).  Contracts for management consulting, organizational development, marketing, communications, employee training, or employee recruiting shall be made available for public inspection at least ten working days before the proposed starting date of the contract.  Competitive contracts in all other categories shall be effective the date they are filed with the office of financial management.
