AN ACT Relating to parking rental fees; and adding a new section to chapter 28B.130 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 28B.130 RCW to read as follows:
Before imposing or changing any parking rental fees, or any fees under this chapter, each institution and the joint center for higher education under chapter 28B.25 RCW shall establish a committee to advise the board on such fees, taking into account the market rate of comparable, privately owned rental parking in each region. The institution shall solicit representation of the employee and student population including, but not limited to, management, administrative staff, production workers, organizations representing student interests, faculty, and state employee bargaining units. Where multiple unions represent members on a campus, the unions representing faculty would designate at least one representative, the unions representing classified employees would designate at least one representative, and unions representing all other classes would designate at least one representative to the committee.
