WHEREAS, Many counties and cities are experiencing financial difficulties and the array of local governments is dramatically changing as new cities incorporate;
NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee on county and city finances and organization is created composed of six members of the legislature, three of whom are members of the senate and three of whom are members of the house of representatives. The members of the senate shall be appointed by the president of the senate, two of whom shall be from the largest caucus and one of whom shall be from the next largest caucus. The members of the house of representatives shall be appointed by the speaker of the house of representatives, two of whom shall be from the largest caucus and one of whom shall be from the next largest caucus; and
BE IT FURTHER RESOLVED, That the joint select committee shall study county and city finances and organization, especially relating to the incorporation of new cities, and present a report and any proposed legislation to the legislature on or before December 31, 1999; and
BE IT FURTHER RESOLVED, That the joint select committee shall be dissolved on December 31, 1999.
