Resolving to establish a joint select committee on salmon restoration.


    WHEREAS, The legislature recognizes the significance to the state of efforts to recover salmon stocks; and

    WHEREAS, The interests of the state in salmon recovery require a coordinated approach, with the state retaining primary responsibility for successful recovery; and

    WHEREAS, Developing a successful approach to salmon recovery requires oversight and policy decisions by the legislature;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee on salmon restoration be established to review progress on the implementation of a state-wide salmon recovery plan and on proposed legislation and appropriations deemed necessary to support salmon recovery efforts; and

    BE IT FURTHER RESOLVED, That the joint select committee consist of the chairs and ranking minority members of the following committees of the House of Representatives:  Agriculture and ecology, appropriations, capital budget, government reform and land use, natural resources, and transportation policy and budget; and of the chairs and ranking minority members of the following committees of the Senate:  Agriculture and environment, government operations, natural resources and parks, transportation, ways and means, and ways and means capital budget subcommittee.  The chairs of the committees shall select a cochair from among their members of the joint select committee, and the ranking minority members of the committees shall select a cochair from among their members of the joint select committee; and

    BE IT FURTHER RESOLVED, That the committee, where feasible, may consult with individuals from the public and private sector or ask such persons to establish an advisory committee; and

    BE IT FURTHER RESOLVED, That the committee shall use legislative facilities and staff from Senate Committee Services and the Office of Program Research; and

    BE IT FURTHER RESOLVED, That the committee report its findings and recommendations to the legislature annually by December 1st.
