Establishing a pilot program regarding state general apportionment funding for students enrolled part-time in nonresident districts.



    AN ACT Relating to student counts for state general apportionment funding; and adding a new section to chapter 28A.630 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.630 RCW to read as follows:

    (1) The superintendent of public instruction shall establish a two-year pilot program to permit programs among districts where students who take classes part-time at a nonresident district are counted only at their school of residence for the purposes of state general apportionment funding.  Each pilot program shall be among a minimum of three school districts.  Districts participating in the program shall enter into agreements governing the program.

    (2) The superintendent of public instruction shall adopt rules as necessary under chapter 34.05 RCW to carry out this section.

    (3) The superintendent of public instruction shall submit a report to the legislature by December 31, 1999, on the benefits of the pilot program, any difficulties encountered by the districts in the program, any difficulties encountered by the superintendent of public instruction, and recommendations regarding the continuation of the program.

    (4) This section expires December 31, 1999.
