Awarding grants for K-3 classes that use parent and volunteer assistants.


    AN ACT Relating to parent and other adult involvement incentives; adding a new section to chapter 28A.305 RCW; making appropriations; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.305 RCW to read as follows:

    (1) The legislature recognizes the importance of, and wishes to encourage, parental and other adult involvement in the education of children.

    (2) Any classroom with a ratio of sixteen or more students per teacher that has had a program in place for at least one school year  and has effectively and consistently used parents and/or volunteers to assist teachers in the educational instruction of students in grades kindergarten through three shall be eligible to apply for a grant of up to one thousand dollars per classroom for the purchase of books or educational materials to be used directly by students.  The grants shall be awarded annually.  This is an enrichment program and not part of basic education.

    (3) The superintendent of public instruction shall adopt rules defining qualifications for the grant and simple application procedures and award the initial grants by September 1, 1997.

    (4) Each school that receives a grant for a classroom or classrooms under subsection (2) of this section shall establish or use an existing advisory committee to determine how the grant money shall be spent to benefit the classroom or school.  The advisory committee shall include, but not be limited to, a parent or volunteer, a teacher, and an administrator from the school receiving the grant.

 

    NEW SECTION.  Sec. 2.  (1) The sum of fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1998, from the general fund to the superintendent of public instruction for the purposes of this act.

    (2) The sum of fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1999, from the general fund to the superintendent of public instruction for the purposes of this act.

 

    NEW SECTION.  Sec. 3.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.
