Creating the office of music development and promotion.


    AN ACT Relating to promotion and development of music; adding new sections to chapter 43.63A RCW; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The definitions in this section apply throughout sections 1 through 5 of this act unless the context clearly requires otherwise.

    (1) "Department" means the department of community, trade, and economic development.

    (2) "Director" means the director of the department of community, trade, and economic development.

    (3) "Local government" means a city, code city, town, township, or county.

    (4) "Office" means the office of music development and promotion.

 

    NEW SECTION.  Sec. 2.  The office of music development and promotion is established in the department.  The department shall promote the development of the music industry in the state by informing members of that industry and the public about the resources available in the state for music production.

 

    NEW SECTION.  Sec. 3.  The director may employ a managing director who may employ other employees necessary to carry out the duties of the office.  In carrying out its duties under sections 1 through 5 of this act:

    (1) The office shall promote the development of the music industry in the state by informing members of the music industry and the public about the resources available for the promotion and production of music in Washington.

    (2) The office shall work with state agencies and local governments to promote the development of the music industry in the state.

    (3) The office shall provide referrals to Washington music businesses, talent, and events in order to attract new business to the state.

    (4) The office shall publicize significant development within the music industry in the state.

    (5) The office may appoint advisors to assist in the development and promotion of the music industry in the state.

 

    NEW SECTION.  Sec. 4.  (1) The office shall conduct a study to:

    (a) Identify the number and location of professional recording studios in the state;

    (b) Review programs in other states that are designed to promote and develop their music industry;

    (c) Review available incentives to promote the development of the music industry in the state; and

    (d) Make recommendations on possible opportunities for the development of the music production, in both urban and rural areas of the state.

    (2) The office shall provide a written report with its findings and recommendation to the legislature by January 1, 1998.

 

    NEW SECTION.  Sec. 5.  The office may accept gifts, grants, and other funds specifically designated by the donor or grantor for use in developing the music industry in Washington.

 

    NEW SECTION.  Sec. 6.  The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1998, from the general fund to the department of community, trade, and economic development for the purposes of this act.

 

    NEW SECTION.  Sec. 7.  The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1999, from the general fund to the department of community, trade, and economic development for the purposes of this act.

 

    NEW SECTION.  Sec. 8.  Sections 1 through 5 of this act are each added to chapter 43.63A RCW.
