Limiting capital expenditures and public indebtedness on capital projects.

    AN ACT Relating to limiting capital expenditures and bonded indebtedness for capital projects; and adding a new section to chapter 39.42 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 39.42 RCW to read as follows:

    Beginning with the 1999-2001 fiscal biennium, the legislature shall not make appropriations that will increase over the prior biennium the percentage of expenditures subject to RCW 39.42.060 for capital projects in which the state does not have a majority real property ownership interest.  This limitation shall be calculated as a percentage of the total appropriations subject to RCW 39.42.060.  This section does not apply to capital expenditures for the construction of common schools.
