AN ACT Relating to restructuring the electric utility industry; and creating new sections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. This act shall be known as the restructuring the electric utility industry act of 1997.
NEW SECTION. Sec. 2. The legislature finds that there is a great opportunity for all electricity consumers in Washington to benefit from a more competitive electricity market that allows customers the choice of their electricity supplier. The legislature further finds that certain elements of the electricity market are already becoming competitive, and that there are great risks to most consumers by postponing the policy decisions that create more competition.
