Providing college tuition for needy families.


    AN ACT Relating to the college promise program; adding a new section to chapter 28B.10 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 28B.10 RCW to read as follows:

    (1)  The college promise program is created.  The purpose of the program is to help families with limited incomes help their children attend the college of their choice within the state of Washington. 

    (2) In administering the student aid program under RCW 28B.10.800  through 28B.10.824, to the extent funds are appropriated, the board shall award grants in an amount equal to the full cost of tuition, but grants shall not exceed the actual resident undergraduate tuition at an institution of higher education or the resident undergraduate tuition at the University of Washington, whichever is lower.

 

    NEW SECTION.  Sec. 2.  The sum of thirty-two million nine hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund to the higher education coordinating board for the fiscal year ending June 30, 1999, to provide financial aid to needy students under section 1 of this act.  For the purposes of this section, needy students are those students with an income up to sixty-five percent of the median family income.
