Requiring an internet posting of the names of persons whose licenses have been suspended for failure to pay child support.


    AN ACT Relating to child support collection and enforcement; and adding a new section to chapter 74.08A RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 74.08A RCW to read as follows:

    The legislature finds that many families would need little or no welfare grant assistance if they received their ordered child support payments in a consistent, reliable, and timely manner.  The legislature also finds that recent welfare reform acts limit the amount of time many families may receive grant assistance, making it imperative that families become self-sufficient as quickly as possible.  The legislature therefore intends that the department of social and health services utilize every reasonable means, including publication on the internet, to find and secure payment from obligors who are in arrears in their support obligations.

    The secretary shall cause to be posted on the department's home page on the internet information on obligors who are significantly in arrears on their child support obligations.  Criteria for selection of which obligors shall be posted will be determined by the department by rule.  At a minimum, the posting shall include photographs, names, and other identifying information for at least ten obligors who are significantly in arrears, with a means for the public to submit information anonymously regarding their location.

    It is the intent of the legislature that this section be construed broadly, with a goal of increasing effectiveness of support collection, and that the department utilize its internet resources to the greatest extent practical to accomplish this goal.
