(DIGEST AS ENACTED)

     Reduces the notice requirement from two years to ninety days prior to the effective date of license modification reflecting the restored beds.

     Declares that the ninety-day notice requirement applies regardless of the date on which the beds were, or are, banked.

     Requires a one-year notice if construction costing over $1.2 million is involved.

     Clarifies the exemption from a certificate of need for religious groups.
