HB 1045 - DIGEST

     Declares that the purposes of the act are to reduce local property taxes by decreasing the maximum levy percentage for all local school districts by an additional two percent and authorizing additional state funding equivalent to an amount of the levy reduction.

     Requires that school levies authorized by this act be used for program enrichment purposes and may not be considered any part of the state's basic education obligation.

     Applies to special levies collected in calendar year 1998 and thereafter.
