(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Creates the department of children and family services.

     Transfers all powers, duties, and functions of the department of social and health services pertaining to children and family services to the new department.

     Transfers all powers, duties, and functions of the department of social and health services pertaining to juvenile rehabilitation and the juvenile justice system to the department of corrections and to the department of children and family services.

     Transfers all powers, duties, and functions of the department of social and health services pertaining to child protective services to the new department and the county sheriffs.

     Provides that the director of financial management, the secretary of corrections, the secretary of social and health services, and the director of the department of community, trade, and economic development shall jointly develop a reorganization implementation plan to implement this act.
