HB 1139 - DIGEST

 

     Provides for suspension of licenses for a failure to pay child support.

     Revises provisions for enforcement of child support obligations.

     Authorizes financial institution data matches.

     Establishes procedures for genetic testing.

     Provides for a state registry containing records of all orders establishing or modifying a support order that are entered after October 1, 1998.

     Requires address and employer information in support orders to be kept current.

     Establishes procedures for employers to withhold income pursuant to a viable order.

     Provides a state food assistance program for legal immigrants and persons convicted of substance abuse who are ineligible for the federal food stamp program.

     Establishes a grant diversion program to help at-risk families remain off public assistance.

     Authorizes child care financial assistance to families with children twelve years or younger.
