     Requires a focus upon strategies that foster cost controls and increased quality or service levels through the use of free market enterprise competition.

     Authorizes an agency to purchase services or the delivery of services through contracts with individuals or business entities.

     Requires the execution or renewal of the contract to be in compliance with the provisions of RCW 43.19.1906.
