     Provides that, until July 1, 2003, ten percent of the moneys collected under RCW 82.16.020 on water distribution businesses and ten percent of the moneys collected on sewerage collection businesses shall be deposited in the public facilities construction loan revolving account created in RCW 43.160.080.
