(DIGEST AS ENACTED)

     Provides that the time within which an act is to be done shall be computed by excluding the first day, and including the last, unless the last day is a holiday, Saturday, or Sunday, and then it is also excluded.

     Revises the provision concerning an appeal of an administrative decision to the Pollution Control Hearings Board to specifically provide that the 30-day period starts on the day that the notice of the administrative decision is mailed to the appealing party.
