Directs the department of community, trade, and economic development to establish a competitive process to solicit proposals for and prioritize nonresidential capital projects for programs that are or will be providing social services.
Provides that, before November 1 of each year, beginning in 1997, the department shall develop and submit to the chairs of the house of representatives capital budget committee and senate ways and means committee, or their succeeding committees, a list of projects which are recommended for funding under this chapter.
Provides that the department shall not sign contracts or otherwise financially obligate funds under this act until the legislature has approved a specific list of projects.
