(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Directs the committee to look at the following issues:  (1) Ways to streamline land use permitting and regulatory processes, including integration of the shoreline management act, chapter 90.58 RCW, with the growth management act, chapter 36.70A RCW, and integration of the state environmental policy act, chapter 43.21C RCW, with the growth management act; and

     (2) the effectiveness of the one hundred twenty day time line established by RCW 36.70B.090 and the feasibility of imposing municipal liability for failure to process permits within statutory time lines.
