HB 1350 - DIGEST
Declares that reducing flood damage through the use of structural and nonstructural projects is in the public interest and that it is the duty of the state to assist in funding flood control projects.
Declares that structural and nonstructural projects include but are not limited to: Streambank stabilization, river channel maintenance, land use restrictions, land buy-outs, flood easements, and emergency notification.
Declares that counties should be given the flexibility to make those decisions that are best for their particular rivers, rather than prescribe or constrain local government to the point where they cannot manage their different types of rivers.
Declares further that local governments should coordinate flood planning and flood projects so that the projects do not cause flooding in other areas.
Encourages counties and cities to coordinate using watershed planning areas to provide consistent planning throughout a water's course.
Repeals RCW 79.90.325.
