HB 1386 - DIGEST

     Requires a person who proposes to solicit or procure signatures on a state initiative or referendum petition for consideration to register as lobbyist and conform with the requirements of RCW 42.17.150 and 42.17.155.

     Requires a person who solicits or procures signatures on a state initiative or referendum petition for consideration to file periodic reports to the commission required under RCW 42.17.170 and to wear a badge at all times when soliciting or procuring signatures on a state initiative or referendum measure that identifies the person as being a paid signature gatherer.
