(DIGEST AS ENACTED)

     Regulates the issuance and cost of permits and certificates issued by the department of licensing.

     Increases application fees to one dollar and twenty-five cents.

     Provides for certificates of ownership.

     Authorizes owners to register vehicles up to eighteen months prior to the renewal date.

     Authorizes the issuance of special license plates to amateur radio operators for more than five years.

     Exempts parks department vehicles used solely within the park boundary from registration requirements.
