(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Establishes tuition for graduate business students at the University of Washington.

     Provides that at least ten percent of the revenue received from the difference in rates for tuition fees for students enrolled in programs leading to master's of business administration and students enrolled in graduate study programs shall be used to assist needy resident students enrolled in programs leading to master's of business administration degrees.
