     Revises provisions of chapters 15.58 and 17.21 RCW relating to pesticide registration and licensing.

     Revises fee structure for registration and the educational requirements for licensing.

     Establishes a pilot project to evaluate the feasibility of establishing a limited private applicator license to facilitate the control of weeds, especially those defined as noxious weeds, in Washington state.

     Pertains to Ferry and Okanogan counties.

     Repeals RCW 15.58.245, 17.21.910, 15.58.415, and 17.21.360.
