     Declares that the historically Black college fund pilot project is created.  The project permits students to use their state-funded financial aid awards when students study at Morehouse College, Spelman College, Grambling State University, Howard University, or Tuskegee University.

     Limits participation to no more than 100 students.

     Expires June 30, 2002.
