     Declares that, upon periodic review under RCW 36.70A.130 or any other review of an urban growth area or comprehensive plan, a comprehensive plan must provide sufficient lands available for development within the urban growth areas established under RCW 36.70A.110 to accommodate estimated housing needs for the following twenty years.
