     Makes an appropriation of seven million nine hundred thousand dollars from the motor vehicle fund to the department of transportation for the fiscal year ending June 30, 1999, for the construction of two additional lanes on state route number 522 from Paradise Lake Road to the Snohomish River bridge including interchanges at Paradise Lake Road and Fales Road.

     Requires the department of transportation to develop, by January 1, 1998, a process for awarding competitively bid highway construction contracts for projects that may be constructed using a design-build procedure.

     Provides that the act shall be null and void if appropriations are not approved.
