(DIGEST AS ENACTED)

     Creates a study group to develop mandatory training, policies and procedures for state investigators.

     Requires the study group to develop minimum training requirements, including training requirements for civil and criminal investigations, evaluate current training requirements and policies, recommend who will provide training, recommend basic policies and procedures for investigators, develop cost estimates for mandatory training, and make recommendations on the scope of duties and responsibilities of state investigators.

     Directs the study group to deliver its recommendations to the Legislature by December 1, 1997, and the law expires on June 1, 1998.
