(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Revises the growth management act.

     Repeals RCW 36.70B.030 and 36.70B.080.

     Repeals section 411, chapter 347, Laws of 1995.

     Provides that the act shall be null and void if appropriations are not approved.
