(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Revises the membership of the solid waste advisory committee.

     Directs the department, in consultation with the solid waste advisory committee, to develop a state-wide solid waste stream analysis pursuant to RCW 70.95.280 through 70.95.290.

     Directs the department, in consultation with the solid waste advisory committee, to revise its state solid waste plan using information from the analysis.  At a minimum, the plan shall identify:  (1) Methods to improve waste reduction and recycling efforts in the state;

     (2) waste streams to be targeted for waste reduction, recycling, and reuse efforts;

     (3) waste reduction and recycling goals for specific waste streams, including but not limited to, construction and demolition debris, food wastes, agricultural wastes, and land clearing wastes; and

     (4) legislative or regulatory changes needed to implement RCW 70.95.010.

     Repeals RCW 70.95.050.
