     Allows the administrator to establish basic health plan eligibility criteria for persons who are eligible for medicare but required to pay all or a portion of medicare part A premiums, including income eligibility criteria based on the relationship of a person's medicare part A premium payment to his or her monthly income.

     Provides that the act shall be null and void if appropriations are not approved.
