     Directs the Washington state health care authority to establish, by rule, a health care saving account and catastrophic insurance pilot project for a four-year period to be offered to unsubsidized enrollees in the basic health plan as authorized by chapter 70.47 RCW.

     Provides that requirements on eligibility, enrollee financial participation, and account management and use may be similar to the provisions of the federal medical savings account program of the federal health insurance portability and accountability act of 1996, Part C, Title III, section 301, as amended.

     Directs the authority to contract with an actuarial firm to develop the pilot project.

     Provides that the authority shall conduct an evaluation on the program's effectiveness and shall report its finding to the appropriate committees of the legislature by July 1, 2001.
