     Declares that any public work, as defined by RCW 39.04.010, for any state agency must be done by contract pursuant to public notice and call for competitive bids or small works roster, as provided in chapter 39.04 RCW, whenever the estimated cost of the public work, including the cost of materials, supplies, equipment, and labor, exceeds the sum of five thousand dollars.
